Help 3rd Jobs

Hi guys
Recently I found this server that is great.
I created two characters and I want to change them to third job, they are a Sniper and a High Wizz,
they are already high level, but if I go to the Job Master in Hugel he tells me "I'm Sorry but you don't meet the requeriments to job change" or something like that.
So I want to know ¿How can I change to third job? May be this server has rules about that, please I want to now... Help!
I had been on servers that did not reach the third job, I appreciate any comments....

I would like to assist you in-game, but sadly I'm at the Elephant Bar with friends.
Anyways. To obtain wings, you need a certain quantity of destiny coins.
You can earn destiny coins by winning events or by converting zeny to coins.
